Being filmed. At work you can't do it, but Citizens can.
This Citizen is filming sites that are perceived to be public spaces. He has the right to film. It isn't a crime to be creepy, so don't engage him. He will post your interaction on YouTube and encourage people to comment on you.
What he is doing is legal, but you have the right to feel safe at work. Go through the chain of command, but don't give this guy anything worth posting.
